This study is intended to help spread knowledge sharing in local government by analyzing determinant factors of knowledge sharing with the Structural Equation Modeling(SEM). The findings of this study are as follows. First, chief manager``s leadership and support are important variables to make code of knowledge. In order to improve knowledge sharing, therefore, chief managers have to show the obvious vision and purpose of knowledge management to the members of the organization. Second, evaluation and compensation system makes meaningful influences to the coding and utilization of knowledge. Local government needs to give some incentives to employees who share information with co-workers such as money and honor. Third, since the trust of organization also is a important factor to knowledge sharing, local governments have to make knowledge community to increase the trust among co-workers.

During the Cold War era, lots of classified documents were produced as most countries tried to strictly protect national security. While democracy has flourished since the 1990s in South Korea, the expansion of secrecy in government has nevertheless been an increasing threat to the public``s right to know. In this study, the author made an attempt to explore what limitations the declassification systems of South Korea has had and how to shape the systems reflecting the demand of a new environment of democracy. First, its changing security environment was examined; Next, differences of declassification systems between the USA, UK, Japan, Republic of China and South Korea were critically reviewed for suggesting policy alternatives and implications. In conclusion, it was stressed that to advance declassification systems appropriate in new environments, efforts for improvements should include introducing an automatic declassification system, a mechanism for oversight and inter-agency coordination, and promoting the people``s use of declassified information. This study provides benchmarking information for improving the declassification systems of South Korea.

A nation is working under the check and balance between government and national assembly. I``d like to analyze the relationships between government and assembly over the regime with a view point of fiscal democracy. Especially, this study is focused on the alterations of fiscal democracy according to the institution and behavior changes. I find that fiscal democracy is strengthened over the regimes, especially in the government of Kim Dae-Jung and Roh Moo-Hyun. These are come from (1)the change of institutions as a result of reversions in Constitution of the Republic of Korea like a examination process of budget bill, and a status of Board of Audit and Inspection, (2)the change of laws as National Assembly Act, National Fiscal Management Act, and National Assembly Budget Office Act under the same Constitution, and (3)the change of National Assembly working behaviors in Standing Committees and Special Budget Settlement Committee.

The purpose of this study is to investigate the impact of administrative knowledge management on organizational performance and the correlation among the process elements related to administrative knowledge management. The focal point of discussion is based on the process of administrative knowledge management(knowledge creation, knowledge accumulation, knowledge sharing, knowledge exploitation). This research employs a survey questionnaire to evaluate the process of administrative knowledge management and organizational performance. The number of subject of the study is 264 public employees in Daegu metropolitan city and Gyeongbuk province. The research variables in model of this study are analyzed by Amos 6.0 statistical packages, the model could be estimated through the path analysis between the process of administrative knowledge management and organizational performance. As a result, the research presents that the process elements related to administrative knowledge management have an effect on organizational performance and a positive correlation among themselves.

The purpose of this study is to discuss the relevance of team organization as a new form of organization as introduced to the Korean government and to thereby develop the effectiveness of team organization. This paper examines the physical factor, the constituent member factor, the management factor, and the conflict factor in the theoretical aspect to constitute the framework of reference for the discussion of the relevance of team organization. The results consider the relevance of team organization introduced to the Korean government based on the framework of reference, and show a considerable number of problems are manifested in the relevance factor aspect of team organization. Because of this, I tried to find various strategies to examine the effectiveness included in the establishment of team organization as it appeared in the Korean government as a new organization. In consequence, the in depth discourse about the legitimation of team organization attempted by one link of the organizational reformation in the Korean government will be accomplished.

This study focuses that the research purposes to present the theoretical implications and political suggestions through the examination of the priority by analyzing the revitalization factors of the local festival. An author reviewed comprehensively the previous studies on the local festivals, and then examined the successful factors of the local festival. These previous studies were applied to the factors of the local festival on the basis of the theory of Analytic Hierarchy Process(AHP) by Saaty. The followings was derived from the local festival at Hampyeong Butterfly festival. First, the revitalization factors of the festival were identified directly by economic factor, local balanced factor, environmental factor and social-culture factor. Above all, this festival was strongly affected by economic factor. Second, the results of the research showed significant difference between public officers and visitors. Public officers perceived the benefit of the festival as the most important factor of the festival. On the other hand, visitors recognized the traffic conditions and industrialization of festival area. Third, this research showed that the revitalization factors of the festival were the originality of festival themes, the convenience facilities, the personal experience of programs, the variety of programs and the contribution of local economy. The analytic results of this study presented the theoretical implications and political suggestions of the local festival.

This paper proposes to a new definition of culture which is more comprehensive and clear and focusing on its relationship to power. Culture has become a catchword both in the real world of public policy and consequently in the policy study in Korea. Nevertheless there is few sincere discussion about the concept of culture. Generally the concept culture is mixed with the concept of Bildung(the cultivated state) or progress and beauty. But this paper defines that culture is the whole that constitutes a typical life style of a society. This paper finds that this new definition draws our attention to the process in which culture works in transforming merely private experiences of an individual to a certain patterned life style The key factor in this political process is power. I argue that the new definition demands that public policy studies must look into what is the role of power in the process of cultural policy.

Socioeconomic structure in local community is getting diversified since Local Autonomy system is institutionalized. Which social class does the local government policy direction favor? It is an vital issue for the direction of local government``s social welfare policy. And the balance between welfare and development policies is judged to be a key determinant of social welfare policy``s success or failure at regional level. As the residents`` desire for the quality of life has swollen over time, the local government``s socal welfare policy needs to be more positive. This study evaluated the social welfare policy of Kyunggi province on the assumption that social welfare services should be provided to all residents beyond poor people for both sustainable development and quality of life. For this evaluation, the data about social welfare services provided by Kyunggi provincial government during the period of 1999 to 2004 was utilized. At the same time, this study assessed social welfare policy of Kyunggi provincial government in terms of the policy environment, policy input, implementation process, and policy output. For this assessment, survey data about the standard of living and awareness, which was conducted by Kyunggi provincial government in 2004, was used. Finally, it discussed the direction of welfare policy of Korea moving toward an aging society.

Co-production by Public and Private Partnership(PPP) attracts attention in public services these days. This is the new alternative way which can have citizens to be participated in a policy-making process and to understand their governments`` work. This study aims at evaluating new performance indicators of public bodies. Public bodies have been criticized widely due to inefficiency, loose management and irresponsibility. To solve these problems, several reforms have introduced so far only to fail. The Law on Management of Public Bodies was enacted in April 2007. The purpose of the Law is to reform corporate governance of public bodies. The Ministry of Planning and Budget is making new performance indicators of public bodies after the Law. New performance indicators benchmarked several evaluation models, especially Malcolm Baldridge model. In this article new performance indicators is analyzed and evaluated in terms of analysis criteria. We can find some improvement in new performance indicators such as strong logical relation between indicators, objective scoring guidelines. Although these improvement may seem to be desirable, it would be necessary to clear the concept of new performance indicators. It would be time-consuming job and need more experiences.

Local finance in Korea has surprisingly improved after returning to Local Autonomy system. This study has been conducted to analyze the actual effects of Wagner``s Law on it. Wagner``s Law was set when the activities of European countries were rapidly expanding, and has become to be one of the essential elements to the growth of local finance. The theory is as follows: If the income is higher, if the society is more industrialized, and if the population is higher, the public sector will get bigger, and, thus, the local finance will grow as well. This study will show how Wagner``s Law affected the local finance in Korea for 10 years between 1996 and 2005 after getting back to Local Autonomy. Pooled time-series regression analysis was used to analyze, and this study indicates that income and population do have a clear relationship with the growth of local finance in Korea. However, industrialization, which was assumed to be influential in the hypothesis, did not show meaningful impact on the growth of local finance. Hence, Wagner``s Law, which suggests that income, population, and industrialization will have direct influence on the growth of local finance, can be concluded to apply partially to the growth of local finance in Korea.

This study investigated the policy alternatives for activating women``s labor in Jeonnam, with the survey information. The data was collected from 500 companies and 1,829 women who want job. The main features are as follows; First, women``s labors make too much of specific kinds of occupation like simple deskwoker. Second, the recruiting process was informal like special appointment. Third, companies laid more stress on woman``s ability as a recruiting factor than whether she got married or not. Forth, there are few supporting systems for married women such as childcare or subsidy, even though companies want to hire women at the age of 20～30 who need those supports the most. To activate women``s labor, companies should expand and improve child welfare facilities, and local government needs to make specific institution activating women``s labor which strengthen the linkage between the two. One of the strategies to take good linkage is to build a small local community. In the community, multi, rich contents and sensitive information of the local women``s labor market should flow and should be managed like that.
